What to do when

I do not understand the issue here? The mod clearly told you want to do. "tells you to **** OFF"
Its a mod, who cares. Mods on here have lost it, I use to mod, I lost it. You have a bad day you come on a forum to check some stuff out and people are acting like tools. The first few you edit and finally there is the straw that breaks the camels back.
If you want to carry it on PM him and deal with it that way. If that goes nowhere Email the forum owner

I hear that..
Its just after our heated debates on Police abusing thier power; your comments are a little disturbing....
The police should not be harassing anyone based on a person vendetta....
Go pop him in the nose... or just TP his trees and take a dump on the doorstep...

Nope, not harrassment at all. This person may already be a "person of interest" to the RCMP for all you know. If the person presents the opportunity for a meeting with a police officer, I see nothing wrong with that. If he receives a ticket instead of a warning, too bad for him.
While some police officers have abused their powers, some of them have also paid the penalty for doing so. I would be one that would operate within the guidelines as set forth.
<EDIT> You know I just read the balance of your comments and as much as I think that the idea is a funny as it is, it would not look good on a resume.
