I agree with Coulter.
an older Celica AE86 and such...wicked little cars.
Look into 80's model Nissan 280 and 300's too, should be able to find one for under 16K that's still in decent shape.
On a side note....a friend of my mine's dad had a 280 in mint shape with 5000Km and it sold for $24K. Ouch.

but i give another vote to use a jetta....those can be pimped out pretty nice and at a fair price.

If you want a car where your fat *** can fit
buy a cadillac eldorado.

$2.000 for new paint
$5.000 new interior (leather, digital dash etc)
$3.000 other small fixes (if oil is leaking, new airfilter etc)

and then if you want you can put some 24s on it if you have money left.
