Most big companies like the ones u listed (CIBC, TD, FORD) outsource their telemarketing efforts to some medium to large sized telemarketing or 'market research' companies, let's call it Yuli's Research Inc.
When a company like CIBC contacts Yuli's Research Inc it will provide Yuli with the record of its customers and numbers to call (your business number included from like 6 years ago when u first applied for a business loan). These records are kept by Yuli's Research Inc in, what is called, Bucket's. Buckets are a category specific data base. So CIBC would fall under a Financial Category/Bucket. Your number stays with Yuli's Inc in that bucket for years!! Then say TD outsource Yuli to do some telemarketing a few month later. Say Yuli calls people but the results are less than desirable (Yuli gets paid from TD per each customer aquisition).....guess what Yuli is going to do now??? Thats right, he's going to start calling people from that financial bucket when he runs out of poeple to call from the list provided by TD. This is why u are getting calls from all these finance related insitutions. Probably same thing with ford, could be that they had a campaign about their low cost financing.....guess who Yuli is going to call about that too? Yep, u again.
Some places also use random number generators. With those all we have to do is input an area code and it would keep generating numbers none stop. This way you are also bound to catch alot of cell phone numbers. This could also be the reason why u get spam calls on your cell. They are not avoidable, however, the probability of occurance is alot lower.....for now anyways.

1) Telemarketing companies do not flip through yellow pages or directories. They purchase lists from dedicated companies who buy and sell different marketing lists. Most lists are comprised from Credit Card companies (usually placed like Captial One, Citibank etc.). If you read any privacy policy from any major bank in Canada (CIBC, Royal Bank, TD etc) it will say that all information given to the bank is held within the bank and it is not shared with any outside companies.
2) Most major banks in Canada, including CIBC do not outsource to outside telemarketing companies. That is mostly done again by credit card companies (Amex being a big one). I know for a fact all of CIBC's call centers are in house centers. This includes CIBC Visa. I am pretty sure TD, Royal Bank and BMO are the same way.
Banks are legislated in Canada by some pretty heavy telemarketing laws that they have to abide by or face very heavy fines.
3) It is illegal by Canadian law to do any "cold calling" by any major Canadian bank. This was passed in the late 90's. The only time you will be called by a bank in Canada is if a) you have current business with them, or b) you had previous business with them.
4) Number generators are highly illegal in Canada for at least 10 years.

i agree with u that the laws are there yet people get calls from some sort of financial institution out of the blue, why u think that happens. like the person who mentioned all those banks and otherwise financial organizations right in this post.

That's just abit off as well, I worked for a company who literally flipped through a phone book for numbers..I for one didn't have to be the poor sap to do this part of a job I had the numbers then handed to me and I cold called everyone... It was the ****tiest *** job in the world....

It was about 4 years ago... They would call people saying there doing a survey then they could "win" a computer or tv etc etc... Then they would pass it off to us to "confirm" some information for the draw then try and suck them into a 5 year deal for 5 magazine....As far as I Know they still do it now...
