Completely true. You can have open alcohol on the streets and in fact you get a drink at one casino and if you want to go to another you just take your drink with you. It's friggin great! Sidewalks are busy all night and it has some great clubs and shopping spots. Lot's of friendly people as everyone's there to have a great time. I met lot's of people from Canada in the week I was there.

I made the mistake of going down at the end of July and it was 105F by 9am every day.
