Well I've never seen it done, as I live in the land of milk and honey. But I would assume that they just put an "emissions sniffer" in the tail pipe and let er rip. The wheels don't have to be moving for any reason that I can see. Any shop can do emissions testing in most provinces that require it, I doubt every CT and mom and pop shop have a dyno for doing emissions.

AirCare in BC uses a dyno, and does a test under load. You stand in the little booth beside the dyno, while the tester guy lets her rip [img]smile.gif[/img] ]
Even if the problem with the tire werent for the dyno, I can definately see why they would not let the car go with un-safe tires. I certainly would not let a car leave if I knew it would not be safe on the road.

I know what your trying to say but not everyone is mechanically inclined and know much about their car, should that mean they dont deserve to drive? NOT AT ALL.
So I guess your theory can apply to everything right?
Do your own plumbing, electrical, electronics... yada yada yada.
So i guess if your TV breaks down and you can't fix it yourself, then you dont deserve to own or watch a TV?
am I getting this straight?

Even if you can work on your car, how about convenience or being lazy? What happens if you would rather spend time with your family, watch TV, go fishing instead of work on the car .. I can agree with the fact anybody should have the ability to change a flat tire and do very basic maintenance but otherwise don't agree.
