HID kits or Super White Halogens

For Silverstars and nighthawks, I would reccommend a place like Canadian Tire to get them because they will burn out faster than a normal bulb and Crap Tire has an over the couter exchange warranty for these bulbs for a year, so you at least know they will last you a year.
So, to sum up:
HID kits: unless you are retrofitting lenses too, they will produce a ton of light, and will probably put it everywhere but on the road, expensive
Silverstars: They look blue, put out a pretty good amount of light and blow quickly, expensive for a halogen bulb, but cheap compared to HIDs
Nighthawks: Look like normal bulbs, put out a little more light than the silverstars, expensive for a halogen bulb, but cheap compared to HIDs
Personally, I have Nighthawks and they are OK. I've tried Silverstars, and they were not as good, but still OK (bulb life would worry me too). Ultimately, they are a $45 upgrade to your car. We all know how much $45 buys in improvements to your car.

lighting
I've had quite a bit of problems with my lighting. Right now i've got aftermarket projectors on my wife's neon, and they really suck. Granted it's APC and what don't they make that sucks. But my projectors really really suck at night, people are always asking me if I have my headlights on so I was forced to get new bulbs.
Then I was wondering (still am) about HID kits. I've never used them but what I know is that the lower the temp rating the brighter the light. The higher you go the more color you'll get but it won't be as bright.
As far as halogen lighting goes i've found that silverstars burn out real easily, and have a fake blue HID look. It took 3 months and one light was burned up. So I am now running PlasmaGlow - they carry a 10 year warranty on all bulbs and they have a platinum look to them. Very bright and very nice looking.
Here I found a link for it

plasmaglow dealers
I live in the states, we've got a dealer around here, but you can order it from the site. I guess the only problem then is waiting for you to ship them back for warranty. I thought the dealer link on the site was for finding a local dealer but it's for applying to be a dealer.
I can't find a temp rating for it on the web. I guess you could call them, the page for contact info is
