Either way is correct if you qualify it by saying "17mi/us gal" or "21mi/imp gal".
I've always thought of it in Imp. gallons. It 'feels' Canadian.
To shorten ex everything's formula a bit:
multiply km/L by 2.84 for mi/imp gal
multiply km/L by 2.28 for mi/us gal

hey I've got the definitive answer - If you check the car section of this week's SUN - they list mileage as both miles/gallon and litres/100 km. If you look at the numbers - they are calculating based on the imperial 4.54 litre gallon.
