On bittorent I get 150+ on movies no problem. Quite often when downloading 2-3 movies my connection is full, about 280. Mirc gives me that really rarely. But I havent used mirc for movies alot, just music mostly.

And as for codec packs, I had a recommendation not to insall them. Or if you did, then stick with the same pack, just update it. Cuz it makes a mess if you install a few on top of each other =). I usually insall ffd show filter and xvid codec + apple mov and a few more for audio and that covers me.
Also depends on your area, if there's a lot of people subscribed to the same internet access its split up in a way.

Bit torrent is slow, you need to leave it for awhile. I think the highest I get is maybe 200kb, and I have a 6 meg service...normal sites it's about 600k/sec the least 575k/sec..

Using IRC (mirc is just a client to acess the irc protocol), you can attain some of your best speeds, although you just need to know what to look for. Easiest way to find movies, apps, games, etc. on IRC is most propably www.packetnews.com ... or www.ircspy.com ...

and if you are having problems with Codecs, your best bet is to find out which codec the file was compressed with, and then go download it. There are programs available which do this for you. They'll tell you what codec was used to compress the video.
