2000 Civic SIR Electrical Problem - Help!

the car acts as if there is no battery in it. there is a battery tho and its charged and fully functional.

i get voltage goin to and from the fuse box under the hood.

im guessing its one of the main relayes in the dash fuse box but i dont know which one. the car acts as if there is no battery in it.....no lights, no ignition, nothing happens period.

are all the main fuses under the hood good?
there's a 40, or 50 amp ign fuse under there that would stop it from turning over...

dima im already on the ricer forum, hoping someone there can help out

i know which fuse u guys are talking about, its the 80amp for the battery. the voltage goes to it and from it so the fuse is good. both fuse boxes that are under the hood are getting constant 12.7v........its the one in the dash im not sure about.
