I will have to say with SQ it would be Lots of coin,Top notch install and someone who knows about speaker placement and imaging. Thats what I would think considering I no little to nothing about SQ.
I only put lots of money at the top of the list because the SQ cars I have seen look real sweet and EXPENSIVE! Something I could not afford to compete in.

SQ is just like SPL except for one small thing, you can be competitive at Finals with a modest system in the rookie class. Basically it takes attention to detail and time in SQ.
One year there was a car I believe in the rookie class that had a prefab box with a single inexpensive ten, a component set in prefab Q forms kick panels and a single four channel amp. everything was solid though and the guy won his class at finals, I will post pics after work if you like. But like SPL it will take a good amount of dollars to compete in any level other than rookie.

My vote goes for Time. Sure you don't get to ride for free or anything but once you have the basics of a decent component set, woofer, amp, and deck then the rest is time. Time spent in careful installation and tuning.
Once you get out of Rookie or Street class though, you better warm up the wallet
