ya dampen first, other wise the form might not fit the same as it did without the dampening.

I always put a layer or two of carpet down first before I start to glass.... the extra clearance after the shape warps a bit is nice to have (it always warps some after it's out and you do more to it), and can save a lot of time grinding it to fit later.
