no metal to be contacted anywhere, just concrete under the carpet.

If the carpet is water logged then what are you really measuring the resistance of? The carpet? The water?

I think you need to set up some formal testing so you can tabulate your findings.

I have a test... find someone with an electronic "Megger", put a lead on each of your *********, and hit the "Test" button, let us know your findings. then use the megger to meter your carpet... if you need something that'll measure higher resistance then 1000 megohms let me know... I've used a unit that will measure up to 65 terohms at 5000V...
