Yes the Hifonics amp you mentioned the RMS specs are:
4 ohms: 850 watts x 1 chan.
2 ohms: 1700 watts x 1 chan.
1 ohm: 2600 watts x 1 chan.
With 1700w rms at 2 ohms it would be a good match for those pioneer subwoofers. Although hifonics isn't the greatest brand, they are decent for the price.
The amp isn't bad, but you can probably find a better brand for around the same price. You could save even more money if you were willing to go used.
Maybe someone can reccomend another brand of amp to tek9. I am personally running US Amps amplifiers.

Rockford Fosgate, Kenwood, JBL are amps you may be able to find for that price.
Honestly the Hifonics amp wouldn't be bad. If you want the system now, just get that one, its a good match for your subwoofers. There are just better amps out there, you gotta find the deals in the used section of this site though and on craigslist. Keep your eyes open, im sure a used amp will come along.
