The handrail height is okay, but if you have a bunch if people up and dancing (or leaning with their butts against the speakers) sound will be decreased. If you can keep it as high as possible, there will be less blocking the soundwaves (people tend to be bigger around the waistline providing more soundwave blockage at that level), and most people have their ears up top too
It is a good idea to keep them hidden as you mentioned. What about the same idea as the handrail, just around the top of the bus? You could even install pot-lights, or other lighting effects on the underside, and have the speakers firing out.
Or if money isn't much of an issue, do both: Handrail & bulkhead.
Side question: Aren't buses 8 feet wide? I thought that the DOT regulates that anything over 8 feet needs to have wide load signs . . . but I could be wrong on that.

My only suggestion would be to make the top of the hand-rail sloped enough to not be able to support a liquid vessel. I'd hate for someone to accidentally spill a drink into one of the speakers.
That's something that might work. On the slopes above the speakers you could mount a little light, like one you'd find in a movie theatre or something. You could insert glass holder on the rail between the speakers...

Mounting the speakers at this level won't alter the sound enough to really be concerned with it. Besides, when people are seated, this'll be close to head height.
